Tiering is just benchmarks, the actual values also matter. Take 9-B, the baseline of 9-B and the top of 9-B is a gap of 50,000x.

Some small, like 8-C is 0.25 tons to 2 tons. While others huge such as 9-B, High 6-A and cosmic slop.

Actually check the AP values before making a match.
