Low 2-C Timeline Explanation

I've noticed that a lot of people I talk to don't believe that timelines count for Low 2-C feats. I'm neutral on the topic due to little knowledge on the subject. So, what justification is there for timelines being qualifications for Low 2-C feats?
 
I don't see why it wouldn't be Low 2-C. I don't know a single verse that doesn't treat the destruction/creation of a timeline a Low 2-C feat, but that's just me.

An alternate timeline is basically another universe so destroying or creating one is a Low 2-C feat.

However altering a timeline isn't a Low 2-C feat unless you altered it on a universal scale, however I'm not 100% sure on this part.
 
What's considered a timeline by the verse? You can create time in a way that's "too small" for Low 2-C, as was the case with Oryx, the Taken King second key.
 
He created a personal universe with it's own space and time, an issue being that it's of indeterminate size. We can probably get him back into tier 2 once we get some stuff organized though. His sister was fine being in a black hole, which I heard somewhere was High 3-A. Sounds strange though.

We shouldn't derail the thread with Oryx, but examples like this can help out the OP, so let's just make sure to stay on track.
 
Well, I've heard some people argue that because time is not a dimension, time-based feats don't qualify as 4-D/Low 2-C feats.
 
It's not a spatial dimension, but temporal dimensions are a concept.
