Levels symbolize power levels. In the manga verse, just like in the game verse, levels exist and are explicitly mentioned within the story:
Before I share Gold and Silver's feats, I need to show that Red is above to them:
Team Gold and Lance are clearly able to fight against the Sinnoh trio:
Despite Arceus having plates, we see that Gold's Pokémon can either evade Arceus's attacks or fight back even when directly exposed to them:
Furthermore, the fact that Arceus's avatar exists in a realm even higher than the Sinnoh Trio doesn't mean they can't harm him in a battle. They simply can't ascend to Arceus's plane, but they can fight him. We did exactly that in the finale of Legend of Arceus. Normally, there are many characters that would receive scale, but since most Adventure profiles aren't available, this will only be a chain scale for Adventure Red.
