Why is Avenger Amakusa rated 2-A and not L1C?

If he's going to destroy every single parallel universes, wouldn't that include earth in which texture layers, the 6 dimensional realm within it

I think the issue is not having a proper cosmology blog. It gets more complicated because there are parallel worlds outside of the texture of humanity like chaos comes from a different universe from "the universe" so it is complicated but I'm pretty sure for shirou is only human order parallel worlds.
