Link can one shot Hitsugaya with magic powder, but that's the only chance he has. Toshiro can win by simply freezing him, Link's fire manipulation is not enough to counter Hitsugaya freezing him, and even if it is, it won't help against flash freezing.

I think, Toshiro wins, due to the fact that he can defend himself against Link's powder with ice walls and the fact, that he can fly. Link has no way to defend himself from most of Hitsugaya's attacks.
