With Bayonetta's recent downgrade in DC, it makes sense for her to fight Lightning in her Light of Etro form. Even though she blitzes otherwise.

Would Lightning lead with Overclock in character?
Edit: Nvm, Lightning doesnt have Overclock or Chronostasis as the Knight of Etro

I'd still say Bayonetta. Both have time manipulation but it is in-character for her to lead with Witch Time, whereas it isn't for Lightning. Bazillions and Shuraba would then make short work of her.
