Lightning Bolt Destruction feats

If a characters is capable to deflect or destroy a lightning bolt, does the character had to generate an AP comparable to a lightning bolt aka 1.6 gigatons of Joules?

Example here, Goemon from Lupin III is able to slice a lightning bolt multiple times over to the point to shatter it, now while lightning bolt in real life cannot be destroyed in that way, would this still count as a 8-C feat?
 
Lightning are not projectiles or lasers that can be deflected (refering to real lightning), don't think is possible; neither cutting through lightning is possible, aside from gaining NPI, is not AP worthy.
 
Yes but they still have their AP, if a character can block/deflect the entire lightning bolt with its strength, should that character be just as powerful as the lightning bolt?
 
By shielding with something with elevated resistivity (let's say, wood) is enough to protect one from lightning, it only leave the the surface of the shield charred, and as I said, don't think is possible to deflect lightning.

Also, we stopped rating lightning as 8-C time ago, they just appears for no more than 10 ms, they mortality is due causing respiratoty/cardiac stroke.
