Beerus is much weaker than Whis and is casually Universe level without using his true power, while Whis has some degree of time control. Idk

Right now in DBS there is a thin line between 2-C and 3-A and I don't think its a stretch to say that the universe (both 6 and 7) is no longer safe. Though I know while I debate on this site I need to conform to its rules, and using powerscaling with no feats won't work, so I see this as a stalemate for now really. If lightning were any faster it'd be a different story.
