Victory conditions:

For Light: Kill Okabe Rintaro, Makise Kurisu and Hashida Itaru. For FGL: Kill Light OR destroy the Death Note. Preventing the battle counts as a draw if Okabe knows Kira's identity and as a loss otherwise.

They start in (and aren't allowed to leave) Tokyo. Light only vaguely knows about a "group of people with a time machine". Future Gadget Lab members are aware of public information about Kira. Time is the summer of 2010 and Attractor Field is Delta (Free use of Phonewave, assume no protection from Convergence).

Since Steins;Gate doesn't have character pages for anyone except Okabe, quick summary on the other lab members:
Shiina Mayuri: Above average physical condition, below average intelligence, no battle-applicable skills.
Hashida Itaru: Obese, genius intelligence (accidentally created Phonewave, destined to create a fully functional time machine; an expert hacker (gained full control of LHC in days))
Makise Kurisu: Average physically, genius intelligence (invented a method of extraction and upload of memory data and developed time travel theory by the age of 17) Name is public.
Kiryu Moeka: Athletic, has experience with guns, member of a terrorist group, poor social skills (mainly communicates via email)
Urushibara Luka: Totally average.
Akiha Rumiho: Average physically, very high social skills, able to detect lies with near perfect precision. Rich and has numerous connections, particularly in Akihabara. Doesn't reveal her real name to even other lab members.
Amane Suzuha: Athletic, melee expert, has experience with guns. Average intelligence.
