Okay. This ISN'T FINISHED YET, but here's what I got for the LEGO Star Wars scaling chain CURRENTLY
A Stormtrooper can survive the Death Star explosion. Based on his position, this places his durability at Multi-City Block level+ (759.622 Tons of TNT)
(Keep in mind the gap between this calc and baseline Low 7-C is 1.31 times)
Rebel Troopers and Stormtroopers can harm & defeat each other/trade attacks with one other/apprehend each other pretty consistently in Secret Plans. Rebel Troopers would be on par with Stormtroopers at Multi-City Block level+ (759.622 Tons of TNT). I also think regular Ewoks would go here.
Characters like Luke Skywalker (Episode IV), Han Solo, Princess Leia, Lando, and Chewbacca can easily one-shot Stormtroopers with their blasters and physical blows (even when said Stormtroopers are attacking in groups). They should scale to baseline Small Town level (1 Kiloton)
Boba Fett is able to fight off Leia, Lando, and Chewbacca at the same time, as well as survive their blaster attacks pretty well. As I detailed earlier, all Clones of Jango Fett are all physically equal to each other. This means that Jango Fett and the Clone Troopers would also scale to Small Town level (1 Kiloton)
Clone Troopers and Battle Droids (both the standard types and the Super Battle Droids) are capable of defeating each other, maiming each other, harming each other, and pressuring one another in combat on multiple occasions (most prominently in the Clone Wars' battle levels). In Episode III, we also see a large scale battle involving the Clone Troopers and Battle Droids. Just thought it'd be worth mentioning. Battle Droids would scale to scale to Small Town level (1 Kiloton). Commando Droids are portrayed as tougher and more competent (as they took over a station being defended by Clones), and I imagine they would be slightly stronger, but not drastically
Jedi Knights in Episode I, Episode II, and the Clone Wars are portrayed as being capable of effortlessly cutting through Battle Droids, and are presented as stronger than characters capable of taking on Battle Droids themselves (such as Padmé). This is like, the starting point for Jedi (sorta, don't set that in stone yet). It's where guys like Qui-Gon Jinn and Episode I Obi-Wan Kenobi go. Darth Maul was able to kill Qui-Gon while Padawan Obi-Wan cut Maul in half. They should be considered "At least Small Town level (Upscaling 1 Kiloton)".
Skywalker Saga Darth Vader is built different.Also, just as a reminder

I also wanna point out that OG LEGO Grievous is somehow made more menacing in LSW3 compared to the actual Clone Wars scenes he's adapting. In Canon (and Legends) he just shoots Nahdar, but in LEGO, he tears this man apart limb by limb and throws what's left of the corpse over to his master

I think you can just give it a straight Toon Force, not just a "minor" one, and remove Levitation. There are also these Toon Force feats for Jack.
