This CRT is about giving adding this cosmology blog as official explanation (all already accepted beforehand) and L1C tier but would split the explanation into sections so it’s easier to grasp.
1. The Great Cycles
In LMK, there’s Nüwa who is responsible for reverting time and every action in the universe back to the beginning of time which contributes into a cycle (as explained in blog).
2. The countless cycles and hypertimeline
Implied here by Nuwa that there are countless cycles for the universe. Further proved by Xiang Liu mentioning there are times when he is friends and enemies with Sun Wukong but with the latter not remembering and also mentioned to MK that he wants MK to have a different path than keep recycling the universe. And the Fire Guardian was able to show the events of the first cycle when Nuwa self sacrificing herself and transcends into a higher state of existence which means the universe is a hypertimeline as the Fire Guardian can perceive timelines that don't exist anymore by using its retrocognition (as while seeing the past normally requires a temporal dimension, seeing a past that don’t exist anymore would require higher temporality)
3. The Scroll
As explained in the blog, the Scroll embodies everything that has ever happened including the Primordial Chaos which predate the countless cycles of the universe. Which means the Scroll embodies all the different versions of the universe's timelines at the same time which would require a higher temporal dimension which is further proven by WoG that the Scroll has a different flow of time than the universe
Conclusion
There are countless cycles/timelines which are different versions to each other which would require a higher temporal dimension for the scroll to embody everything at the same time (And it was stated that only through Tang Sanzang’s time travel that you can access through the entire scroll including the other cycles and directly shown here). In terms of tier, each cycle would be L1C while the scroll would have countless (2B amount) x L1C since it can contain countless cycles.
