In an cartoon with an inconsistent storyline, is it still possible to scale layered hax? Like if an cartoon character in one episode shows they are resistant to that ability and in another episode is affected by that ability, does that count as layer hax?

In most cases no, it's considered either PIS, application of Toon Force or simple inconsistencies.
