However. How does he get past Russia's immortality? Russia is a military strategist who has been around for several hundred years and as history shows. Does he have anything to counter General Winter?

Due to their powers (Type 8 Immortality, based on Country) to defeat/kill them permanently an opponent would need to have planetary range or the ability to kill billions of humans en mass (which is sufficient enough power to wipe out a respective country along with humanity) or Concept Manipulator to beat them.

type 8 is disabled in battles if I remember.

That's up to OP if he wants to allow Russia's immortality to be a factor or not.
