Nobunaga is one of the vanguard of the Troupe so he should at least be somewhat comparable to Uvogin, Phinks, and Feitan. Of course, he probably isn't as strong as Hisoka, but then again Hisoka is the second most powerful member of the Troupe.

Yea I think this makes sense. He should scale to the stronger members comfortably, but until we see his Hatsu and him fighting seriously he should probably be classified as below the likes of Hisoka and Uvo IMO.

He isn't as strong as Hisoka. Killua just implied they were in the same "tier" I guess.
