Capable of fighting and almost killing someone who when exhausted, almost completely out of magic, and on the verge of death used an attack that was comparable to a small nuke and destroyed much of a city.
Said person also stated they would be able to destroy Dublin when far weaker.

Destroying Dublin is 24 megatons, and Kratos is 26 so Vile likely has the AP advantage.

Although, the best nuke the U.S has currently is 1.2 megatons, and that wouldn't be a "small nuke".

Destroying Dublin was only a statement and she was probably overestimating herself.
Course, that means Kratos is now 24 times stronger

She can be 7-B if we assume she would've caused a huge crater that would've covered a good portion of Dublin, but not all of it, and if she was on the verge of death when she used the small nuke attack

Dunno about craters, she said she could turn it to dust. Though she caused a big shockwave over a battlefield by flying into it at high speeds.
She was explicitly almost out of magic and about to die when she nuked the city.

Does Lord Vile still have the same "reattach all your body parts manually" regen that Skulduggery does? And if so, has he ever used his shadows to help put himself back together?

Yes, and he definitely can, though I'm not sure there are any showings. Skulduggery did it once after the Black Cleaver pulled his arm out of its socket.
