If one can resist conceptual type 3 on High 1-C level, would they be able to resist conceptual type 2 of 2-A level(or any lower dimensionality)?

If a concept is on high 1-c scale it's most likely type 2 already anyway no they can't resist type 2 Just because they can resist type 3

I'd think so, as the only difference between Type 3 and Type 2 Concepts is that Type 2 Concepts are above Reality, but a High 1-C Type 3 Concept would be above even a Type 2 2-A Concept. Not 100% though.

Pretty sure if a concept is on high 1-c scale it's automatically type 2 at least could be wrong though

No, Type 2 Concepts are Type 2 because they are above their Reality. If the Reality is High 1-C then the Concept would still be Type 3 if it's not above said High 1-C Reality but still bound to it.
