In his base form, he has it in his dabura and janemba form.
I think people just confused his forms and such.

he does have dimensional domain it literally says it on his base key "Passive Stamina Reduction which result in Status Effect Inducement and Unconventional Limited Resistance Negation (Disable enemy by reduce their stamina to zero)"
