Kid Ley vs Kid Naruto (8-0-0)

Well, Ley probally wins.

While Naruto is stronger having a 3x AP advantage, and can spams hundreds of clones who can transform into things, to try to get Ley off guard, he is more skilled than Naruto, and have a lot of Magic attacks that covers a great área of effect to get rid most of the clones, so he could keep up.

But If the fight continues like that, Ley Stamina would fail him first due to Naruto being stronger and his mana not being a unlimeted resource. And If everything else fails, Naruto can always Summon Gamabunta to deal with Ley.

But the reason I think Ley wins is because, If he succed in figuring It out Naruto name, is pratically over for Naruto when Ley uses his authority.

And considering on how Naruto is a loudmounth, he probally gonna say his full Name, and Ley would eat his name and win this.

So voting Ley.

It has the requirement to know your opponents real name and then be tagged. His teleportation is more used to kind of escape an attack rather than using it offensively (for the most part)
Naruto will also have his shadow clones and also have a massive AP advantage

Do they need to know the first and last? Cause Naruto says his name in almost every part 1 fight.
 
It does seem as though Naruto would fall into the trap of introducing himself after Ley.

Ley wouldn't immediately eat his name/memory, first he'd fight with Naruto to test if he's "worthy" of being eaten. This is the period where Naruto would need to pull the win off or it's over.

After a bit of fighting, assuming he isn't defeated, Ley would probably declare Naruto a gourmet meal and choose to use his Authority. There's not much Naruto could do to stop him at that point I feel, considering Ley can spam his teleport.
