I'm gonna have to go with Kai due to his Chi/Ki Absorption to amplify stats, Experience, and Jombi transmutation.

Though, can he create Jombis just by absorbing a sample of their chi/ki or does he have to absorb it completely?

He appears to have to absorb their entire chi, as in the movies, he only creates the Jombies after completely absorbing the victims.
