Just because it's hard to believe that a fictional creature can have some physiological DNA trait that makes it possible to be a damn Tree dragon thing doesn't mean it isn't, and saying that it's a "cop out" isn't an argument. In Pokémon, there is nothing internally inconsistent with the verse that says a Pokémon that looks like a plant can't have dragon typing.
