Khorne isn't exactly "baseline", as it's stronger than the other CGs (Though Tzeentch has more influence due to its nature being more all encompassing than that of Khorne). The very act of fighting Khorne empowers Khorne, as it literally is the platonic form of fighting.

Basically, 1-A characters are so powerful, so beyond everything, that it's hard to actually compare them. There's a lot open to interputation with them and the gaps between how power each one is.
