This is not literally a feat of the earthquake, for the impact lasted a second.
The mountain just vibrated from the impact, just as buildings can vibrate during construction work. During the vibration of the building, you will also not notice a powerful impact.

Lmfao Fei took most of the impact of Wakatsuki's blow, of course it isn't going to cause as much damage or effect Allina. Like the guy took the blow and then dampened with water kata. It’s not that hard if you read the entire fight

Fei absorbed the damage, and made it spread out through HIS own BODY. Of course Shinna isn't gonna get injured whenever Fei is the one who's tanking it and going limp.
And considering she's the ref, none of the fighters would be allowed to harm her as that would result in a disqualification. Hence why Julius and Toa didn't harm him at all despite the two causing a shockwave right next to her. Shit like this happens all the time when big hits happen.

Yeah, a bear hug just prevented Fei from generating power since he could barely move, thus the need for max output DD. Regular DD was stated to still be inferior to Wakatsuki's strength; just that Fei had far and away better techniques so he dominated anyway.

dude anime logic we have people capable of leveling towns with sheer shock waves of their punches in pretty much every other battle shonin yet we see them fight in populated area's or areanas and guess what, nothing happens to the people around them even if by all standards they should either be turned too mulch the second a person of power throws a punch or be flat out vaporized in some chases don't try to apply logic everywhere it simply doesn't work that way.

top tiers should be in that 8-B to 8-A range with subsonic speed and supersonic+ predictions seems to be the most accurate to me
