Ice thing isn't hard to get around. Kaneki is more than willing to damage his body to get out of an attack, and then he regenerates and starts throwing things.
Kaneki prefers to attack with his Kagune. They're large enough that he would have enough time to pull them back once they start freezing. Then he just breaks them off and heals them back, and starts throwing things. It's also questionable if Vap Freeze would even work against Kagune, considering their unconventional biological composition.

Regenerating from being burnt completely to ash would be Low-High Regenerationn, not High-Mid.
And there are very few ways that Kaneki can get around Low-High Regenerationn. In fact, his most viable method of killing Dio would be fighting him until the sun rises and disintegrates him. If we are assuming that can even happen, considering SBA.
He more agile over any human with jjba. Ultimate>Pillar men>DIO>non Dio beings. In all attributes. Also he did some odd fancy movement at times man. Not a problem man when Dio just effortlessly tears any opposing force within any distance between him and ken though.
He explicitly outperforms all humans via every notion (joseph). AP difference? Man he freezes on contact and pulverized tier 8B plus fighterz with minimal effort.
Kaneki would attack with his Kagune. The Kagune are large enough that Kaneki would have time to get back and regenerate when he sees them freezing on contact.
After that, he knows not to get hit, and uses his superior agility and maneuverability to avoid Dio's everything and throw things at him until daylight
Keeps fighting after being impaled through the torso by Amon's quinque (which is really wide, so it would be some significant damage).
Keeps fighting despite Arima stabbing him all the way through his skull twice.
Suvives being impaled by Serpent through the stomach and keeps fighting.
Tanks Arima impaling him multiple times through the torso.
Gets all his limbs chopped off, forces himself up with his Kagune anyway and keeps fighting.
Doesn't need to eat regularly, and can survive for a month without food after eating a body.
Ghouls can recover their strength and stamina instantly just with a small mouthful of human flesh or blood. Considering the location and the bloodlust, that won't be a problem for Kaneki.

Higher feats of stamina don't even matter seeing as all Kaneki needs is enough stamina to survive until dawn, at which point Dio runs away from the battlefield, or alternatively is kept on the battlefield and dies to the sunlight

Dio isn't agile or maneverable enough to follow Kaneki when he's leaping between trees and buildings. Eye beams can't do any damage that Kaneki can't regenerate from, and are easily blocked or dodged. Same with debris.
Dio can' lop all limbs and head off if he can't get close enough.
