Eh, this Ghost Rider is super barebones for the lack of appearances ngl, but Penance stare is still super effective and has a sufficient range, unlike @MarvelFanatic's interpretation.
Though at the end of the day, this was a pretty onesided match.

If Penance Stare from this Ghost Rider is even super effective and has a "sufficient range", then Aruto may not even be able to transform quick enough into Shining Hopper.Zark2099 said:

It's somewhat rare for this Ghost Rider to use Penance stare, so the best assumption would be it wouldn't be used until he's pushed too far.
Unless the helmet has special properties to prevent against things like the Penance Stare, we would assume it does, as there's nothing that says it doesn't.

One question tho. As someone only know about GR through the movie (and Cosmic Ghost Rider comic, but he's not this one) isnt the condition for Penance Stare to work is the victim must have done something bad to a living creature ? Because Aruto has never shown to hurt anyone before, other than the robots called Humagias. His dream is to make everyone smile and happy, that's why he decided to became a comedian (Although that didnt turn out so well, so he became the president of one of the largest company in Japan)

ah damn, i totally forgot about that. But gotta ask Zark, is PS's condition is the victim has to be a muderer ? Or simple guilt like hurting people is enough to be affected by the Penance Stare ?
