Justice.
Its meaning in the Oxford English Dictionary states: "The maintenance of what is just or right by the exercise of authority or power". Depending on the person, what they think about when they hear this word is always different.

It should have been like any other day for Shotaro Hidari, chilling in his office when he's not dealing with the abundant cases of missing cats. Akiko, the boss of this private detective agency, keeps him company by nagging at him and sometimes hitting his head with her slippers. Ever since his partner left him to protect the city by himself, he's been taking Philip's words to heart, keeping this city as safe as possible. Thankfully, there haven't been many incidents concerning Dopants these days, and finding lost cats is more of the typical routine job. Surely at least one case will slip in, and soon enough, he finds himself in the streets of Futo City, finding a missing cat for a middle-aged housewife who loves her cat dearly. Obviously, because of his detective skills, he sees the slippery bastard and gives chase to the city square. As he's about to complete this case, something else distracts him, leading the cat to escape and continue the exploration of the Windy City.
Something he never expected.
A battered pink-haired woman, who is probably as short as Akiko, runs past him. And then, so does a missile, flying towards a nearby building and soon exploding, leaving the rubble from it to fall onto the passersby, and endangering them. Screams soon fill the city square and everyone in the vicinity is running away in panic of whatever is taking place here. Looking over to Mine, she attempts to shoot from her comically large rifle, only to have it knocked away from her by another oncoming missile, sending the two away from each other and destroying the flooring between them. Catching himself on his feet, Shotaro takes a glance at their assailant; a woman with auburn hair and what appears to be a small dog approaching them. By the time he checks up on Mine, she's far away from him, knocked out cold from the impact.
The Futo PD arrives in no time, with his friends, detective Jinno and his partner joining in the fray. Seryu smiles sweetly, asking for the pink-haired woman, saying that she's a fugitive from her part of the area and that she needs to be executed immediately for the sake of justice. The two were having their battle back in their world, but two portals opened up under them, leading them to this city and causing this very meeting between Shotaro and Seryu. This talk of execution and justice and the complete disregard for the surrounding civilians she's endangering just to catch this 'fugitive' sets off alarms in his head. Here comes the moment of his decision of whether he should hand Mine over or not, and like his mentor, he's going to have to be hardboiled about it. In just a moment, he tells the two detectives to take the unconscious woman away to safety, stating his reason is that there's something more than just what she had said, and he's willing to discuss with her if she's truly a criminal. Seeing that this man is defending the fugitive in her eyes, her face contorts to one with a sadistic smile, with Koro growling at him by her side. Declaring loudly that he's now just another criminal to deliver the hammer of justice onto, Koro bites her arm and retracts from it, revealing a turret containing missiles in its place, before firing them all at the now hardboiled detective.
As the smoke clears from the explosion, Shotaro emerges from it, now wearing his Lost Driver Belt and holding a Joker Gaia Memory. Like Seryu, he's also going to bring her to justice, but for hurting the city and its people all for her view of justice. After all, he's still going to keep his vow to Philip about protecting the city, as long as he breaths. With that, he activates the gaia memory in his hand before putting it into the driver's socket, uttering the magic words before turning the red part to the right.
Henshin!
JOKER!
A purple aura pulse from his belt long before he has said "henshin" and from that, he transforms into Kamen Rider Joker. As both combatants and Koro take their stances, the air goes tense. There's no one left in the town square anymore, thanks to the PD. Without any further civilian casualties, he can focus on his foe. After all, this battle isn't more than just an average match, it's about whose sense of justice would prevail...
