I honestly doubt that Okuyasu would just spam TheHand's powers and delete every one of Kars' cells as soon as he could: He would just use it first to get close to Kars (which is suicide, considering the latter's absorption), and then a quick sweep, which would most likely erase only a part of Kars' body, not all of him, unless he aims straight to the head. Kars isn't even a Stand user, so I doubt that Okuyasu would immediately summon his Stand.
Also, Kars managed to learn an entire language in a single day, and Okuyasu is as dumb as a stump. There's a bit of an intelligence gap.
