Junko heard and saw Naughty Bear and the things he does. She decided he would be a grant thing to kill and turn into her own personal Monokuma Bear. So she goes after him

Junko gets a Monokuma Bear

No AI Junko For obvious reasons

They start 20 meters from each other

Speed is equal

Who wins and why?

Junko Enoshima:

Naughty Bear: 7

Naughty bear goes Boo and leaves them both paralyzed. He easily tears apart the monokuma with a single tap PP hacks. Or just rips him apart. He could overwhelm Junkos durability with guns. Or fear hacks her away. Or BFR her. Or he opens with shooting them to death with golden oozy and infinite ammo. And if he plays the stealth card, bear traps, plant traps. And kills them stealthily. fear tactic opener, guns blazing opener, stealth and trap opener. All lead to a naughty win more times
 
He tends to vary. But he is know for fear tactics, Stealth, and traps on his mostly end. But he does vary in just killing, Incapacitating, stealth, Ect.

Fighting against loads and loads of trained martial arts ninjas, masters, B.E.A.R (SWAT), Police, Military, undead, aliens, vampires, undead, demon like creatures, and more. Outsmarting bears who can Building machines that can cross dimensional plains, and built ships capable of interplanetary and solar system crossing. Trapping even Enhanced Ninjas, Robots, Aliens all who are trained or designed to specifically kill naughty. Breaking into bases filled with soldiers and killing them all off single handily. Creating weapons from whats sitting around him and working with quantum physics to create quantum based weapons

How the hell does that not apply to both of them
 
And naughty isn't smart there? Like so potentially well, he haunts bears nightmares where not there, uses their worst fears or ways ironic to them in order to kill them or break them psychologically into killing themselves.

Not just words. Actions. What he does to screw and manipulate his victims to push them into killing themselves
