They just thought Gojo destroyed most of the Shikigami so Sukuna can't use TS. It was never officially confirmed he can't use TS anymore. He should be able to spam Agito once more if he wishes it.

Sukuna's secondary hands got severed so it seems to be an incantation-amped Dismantle barrage with one really strong slash focused on Yuta while Yuji and Rika are occupied

Only next chapter can tell us. Because Dismantle can't destroy Inner barriers of Yutas domain otherwise Sukuna would have done that. Seems like World Slash was hit in every direction.
