If we take Jotaro from exactly 1 second before he learned how to stop time, so he's the strongest he could be.

He solos with ease up to Dio, who he proceeds to smash around for like a few hours or just has his invincible entity Dio can't harm or interact with hold him in place till the sun comes up.

All of Dio's cool tricks don't work on Star Platinum because Stand, and he's weaker than it. From anywhere to a bit to absolutely gets his face smashed in.
