It's pretty evident that at his peak he can fly. Ignoring the fact Dio already has it on his profile. Most tend to think that it's Stand jumps and that's it. Ignoring the fact jumps don't work like that and Ignoring the fact the very first moment in the fight has both Jotaro and Dio begin to float slowly in the air without utilizing their stands in the slightest, then proceeding to stay within the air for a cinsiderable amount of time, have a discussion then instantly change their angle, propel themselves upward without touching any object, make a sharp turn and continue flying, outside of timestop.
Yeah it's true that some instances were Stand jumps but it's also true that not all of the moments of aerial combat were stand jumps. One being true doesn't make the other not true, espeially when there exists instances made to show explicitly that isn't the case. The first instance of aerial combat for example was made clear there where no jumps being made. In the manga at least High Dio doesn't jump off the sidewalk either, he changes hismomentum from his previous jump instantly to start going 90 degrees vertically. There's also an instance in Dio's World where Dio stops his momentum mid air, floats there, begins looking around and starts thinking to himself, outside of timestop.
Hell, Polnareff has extremely limited fly too (Via Chariot) (Being able to stay stationary in the air via his Stand holding him up while his stand itself is flying) although his doesn't seem entirely combat oriented and limited at that.
