I have to point out that Jotaro says this while in mid air, and still has to fly an unspecified distance for N'doul to reflect sand off the wings of The Fool to locate them, as well as the part where Iggy descends and starts dragging Jotaro along the ground. They are clearly closer than the 400 meters Jotaro estimated with Star Platinum's enhanced eyesight and precision.
Starting the time at when N'doul loses his cane and placing the distance still at 400 meters is not accurate.
I believe Jotaro should be downgraded to Athletic Human or at most Peak Human running speed.
