Uhhh... I mean, Frank has a decent chance thanks to array of weaponry. I'm not sure if he has a weapon that could give him the physical advantage because Johnny Cage is more powerful than he is in combat. Not to mention the green glowing energy. He's also more crisp in combat than Frank West is.

If someone shows me what weapons from Frank could be useful VS Cage then I will change my stance, but for now, I give it to Cage.
