Attack Potency: Street level strength feels warranted: Stunned Cary with a punch (Cary was previously able to injure Joe so this means Joe was able to notably injure someone who is street level), easily regained the upperhand on Lukas and knocked him out in one punch and knocked out Roald by slamming him into the ground a couple times which FYI lasted probably more than 15 minutes

Lifting Strength: At least Above Average Human (Joe can lift bodies which for men would mean he's carrying at least 80 kg), Although I do think that Athletic Human could also work (Overpowered and strangled Vic, accidentally strangled Rhy's with his bare hands, threw Henderson down the stairs hard enough for him to snap his neck, and granted Cary was stunned he was still able to overpower and push him over)

Obviously this would give Joe Peak Human Physical Characteristics

Gonna have to disagree. These are all completely do-able by average humans.

I'm fine with above average. Athletic lifting strength doesn't have enough evidence behind it in my opinion.

Cary is a huge guy he'd probably be at least street level himself and Joe was able to nearly kill him. and unless your a really strong person theres no way your knocking a person out in one punch while already injured and exhausted especially not for the amount of time he knocked the both of them out for. In normal boxing matches (with professional fighters mind you) most people only get knocked out for a couple seconds any longer usually means brain damage
 
Also didn’t mention this but Joe bested a trained body guard who was armed with a gun with basically no injuries and did so in seconds

He's gigantic, he is shown to be far stronger than Joe when they fight but even with that he was able to stun Cary with a punch. and could even tank a hit from Cary seconds prior to this. He's shown to be very active throughout season 3, he's blatantly street level.

And even if he wasn’t defeating a large above average strength guy as quickly and cleanly as he did is impressive especially given that he had a gun

Yeah, but not street level impressive.
Regardless of his age I'm fairly certain he had prior experience as either a cop or military.
This would make him skilled, it wouldn't really increase his attack potency or durability. He's still an older fellow who isn't anywhere near a prime peak athlete.

The gun part adds nothing. Its just a matter of skill.

Street level seem fine.

Above Average Human seem fine; Athletic Human need more proof that Joe can at least lift the required weight or apply the required force, which does not seem sufficient since none of the characters lifted looked to weigh much less or had the force applied to them.

Why does he need street level weapons, if he is that strong naturally?
Piecing damage? Also thats not how weapons work. His weapons would just be a higher level of street level. So the new thing would be something like "higher with weapons"
