Jiren vs Captain Atom

Since the speed is equalized I'm definitely going to have to say Captain Atom.
With them both around the same attack potency Captain Atom is a hax cannon. The only hax Jiren is somewhat resistant to is time manipulation (to some degree). Hit's time leaps are a joke compared to Captain Atom's time manipulation and even Hit was still able to land a split hit.
Captain Atom also has Energy Abosrbtopn, that can hinder Jiren in the fight in the long run.
He has both Matter and Spatial manipulation. These two together = bad day. With the control of space and Matter he can literally dominate the battle field.
And to top it off Quantom Manipulation which pretty gives him control of everything, including everything I listed above space, time, etc.

Yeah you would have to take out the speed equalization, I think it we be more debatable then.

Although it is as you have said. The exact amount by which the speed of these characters have increased by is completely unquantifiable, so using that old feat is probably best.

Well, we know that the characters were likely faster than even that feat at the time it was made, we just have no way of knowing of exaclty how fast. It's only concreate number we can give them. However, when actually looking at their speed, especially for those of Jiren and Goku, we should always remember that they're way over that baseline and should be treated as such. We just have to be reasonable about it. Like, no assuming they can keep with characters in the tredecillions times faster than FTL.
As for the match itself:
This is a mismatch. Why? Due to how big of factor speed and hax is in this.
Speed Equalised: Atom utterly destroys Jiren who has little in the way of countering his hax. Jiren's powerful and definitely more skilled but that doesn't mean much to the guy controlling Time, Space, Matter, Energy and Quanta. Jiren's only hope is the fact this is in character, so Atom will be limiting himself and that might let Jiren get some real good hits and maybe press an advantage due to him being the better fighter and the fact that Jiren can counter some of Atom's energy attacks. However, that's not much of an argument because the moment Atom stops holding back, it's over for Jiren and I highly doubt the Pride Trooper can beat the Captain down fast enough before that happens.
Speed Unequal: Atom is at least FTL+, which anywhere from 10-100x FTL. Jiren is way above 54 Quadrillion x FTL. To put emphasis on that here's that number spelled out: 54,000,000,000,000,000. Assumming that Atom is 100x FTL, Jiren is still atleast 540,000,000,000,000 times faster than Atom! That. Is. A. LOWBALL. Jiren will literally tear Atom apart before the guy even knows what is going on.
As such, there's no way for this match to work. It's either a hax stomp or a speed stomp.
