I think what manu means is that even if janemba has passive haxxes it needs finite time to apply its effects on target.....the passive is cause that takes finite time to apply effect...
And in that window of time Dio can time stop and win...

Dio is inside the passive hax....
He will of course immediately start experiencing effects of that....
But it will take finite time to FULLY COMPLETE the effects.....
That is enough time for him to use his haxxes I guess....

(the immediantly starting effects and fully complete is another thing, the effects itself happend at once after tot time)
