I'm going to have to say 47 with difficulty. Bond is a damn good fighter and marksman but 47 is a league above. Plus his physical stats are higher and he's quite a bit more resilient. Also, he wields slightly more powerful standard side arms. While one could argue that a well placed shot from the preferred side arms of either would end the fight, it must be noted that nothing short of a head-shot from Bond is putting 47 down in one hit. 47 has taken multiple hits to the torso from weapons stronger than Bond's preferred .380 ACP and pressed on and won fights. And I highly doubt Bond would get back up and continue fighting with a .45 ACP round or two through the chest.
47 simply has a better tool-kit to kill people and a superior skill-set overall to Bond as far as taking people out is concerned. These combined with his far superior physical stats should give him the win.

Refresh my memory: Does Bond have any gadget that can at least quickly incapacitate 47 from a distance? If he has anything that can do that, then he can straight up go and shoot 47's unconscious body in the head to finish the job.
Also, I forgot to ask: Where does this fight take place? In a fight between characters such as these, the environment is going to be a major factor.

If they have knowledge of the other bond could take it if he went in with a good enough weapon. But otherwise i can't see him winning. 47 can survive a couple shots in the torso, Bond won't

47 Can beat Bond because of Soldier Blue's reasons, 47's Point shooting ability and low Regenerationn ability. 47 can Point shoot Bond faster then he can use any of his gadgets and whatnot.
