From seeing the profiles agent feats looks more impressive then carmen like
"Tanked a massive RPG-7 explosion while staying at a motel, which destroyed the room he was residing in and caused significant damage to the whole motel overall"
"Can also contend with and defeat other genetically engineered superhuman assassins that are far superior to Pablo Ochoa, who himself can casually brush off multiple barrages of minigun rounds "

Not to forget about agent's range she won't even be able to approach him before agents takes the headshot

Hey, 9-B+ is just in the top half of 9-B, from half of Baseline 9-A which is a little over 10 Megajoules to almost baseline 9-A.

Aka 9-B+ is part of 9-B.
