We know that the Temporal Demon Spirit Book comes from the Supreme Expert who "fell from a higher realm into the Draconic Ruins Realm." In addition, we also know that the Sage Emperor holds control over and intends to refine the Draconic Ruins Realm and its subsidiaries, but looking at this logically, the Temporal Demon Spirit Book does not grant him power over the entire universe, as he seemingly cannot travel to this higher realm.

Actually, it was never mentionned that this supreme expert fell from a realm higher than regular Space-Time. He only comes from a realm higher than the material universe (3-D) and that would only make him Low 2-C.
