Also 8-A partially comes from Pidgey itself IIRC.

As far as I know, that partial 8-A comes from the leap of faith that "tornado-like winds" is enough to solidify Pidgey being comparable to IRL tornadoes that tear through towns. I can't think of any other verse we'd give that kind of leniency to.

I'm not sure, but Pidgey's own 8-A feat is false.

I was kinda talking out of my ass anyway. I don't see too much of an issue with scaling a fully trained pidgey to a fully trained Pikachu, although I'm not entirely comfortable with it.
