Using Standard Battle Assumptions, we use the most powerful Keys of each individual...
Issei is AT LEAST 6-B, possibly 5-B due to it being constantly stated that he can destroy the planet.Still waitin for High School DxD to get proper Calculations and Statistics Values...
Gojo has no form of Durability Negation.
Does High school DxD have any Energy System that is equated to Negative Emotions? Because that makes or breaks if Gojo's Domain Expansion: Unlimited Void can even work on him. And even then, Issei can constantly halve his opponent's power until its completely eliminated.
For now I have to give my vote to Issei.

Issei isn't 5-B in this key.
In Jujutsu Kaisen, most humans possess a small amount of cursed energy due to their Negative Emotions. This should also apply to other verses, so long as those verses feature the presence of Negative Emotions.
And before you bring up this, that is only because Toji and Maki are heavenly restricted and have resistance to CE.

That does not apply to other verses... Cus Energy Energy doesn't even exist there in the first place. Just because that verse has Negative Emotions does not mean that they Utilize it in a supernatural energy system...

This is like saying that Tobio's soul manipulation would be ineffective in any grounded verse where Souls aren't confirmed to exist or not exist
And I don't see why Cursed Energy wouldn't exist here. High School DxD has humans and negative emotions.

SBA would mean using the most recent version of the listed character/form. Meaning Post V15 CxC Issei.
What's stopping Issei from One-Shotting with something like Dragon Shot or Crimson Blaster? It's a wide range blast attack (in character for Issei to start with) and even if by some chance he missed, he'd likely have multiple Wyverns set up to reflect the attack back at Garou? Especially since it's in character for Issei to start fights off with blast attacks against opponents that are more skilled than him. (Ex: Cao Cao Fight V9, Sirzechs Fight V8)

CxC=Cardinal Crimson Promotion, and I meant time period. There're two accepted keys for CxC Issei, one from Volume 10-15, and another for Volume 16-Current. Standard battle assumptions, which OP stated was being used, means that the most recent (V16-Current) would be used unless explicitly stated otherwise.

Standard practice would be to wait until ongoing revisions regarding major changes to the verse/characters in question are over, but I'm not complaining about that. Again, the information was already accepted so there's no point in using stuff that both you and the wiki knows is outdated. And I could just add the scaling to Issei's page if necessary like I said before, as far as I know, there's no rule against implementing or using info from accepted CRTs in vs matchups.
