Issei never have feat against these things so no, it NLF to say he can penetrate everything, it only allow him to bypass defensive technique like barrier and shit and against sacred gear canceller from Rizevim which nullified sacred gear ability specifically

Actually, that particular effect of Sephiroth Graal only applies to the users of the Sacred Gear, which Issei isn't. The closest thing he experienced was the memories of the previous Sekiryuutei, but even then, that's nothing compared to Sephiroth Graal. So this isn't exactly true, and either way, we aren't discussing Gojo vs Issei anymore.

Either way, Garou can't adapt to death, which is what would happen as soon as Issei attacks because he has far higher AP and his attacks literally won't miss. And even if Garou could get in close, he wouldn't be able to deal significant damage to Issei and would get one-shot. And if Garou somehow adapts and gets stronger, Issei will double his own strength dozens of times to become stronger and or halve Garou's and add it to his own. Garou literally has no win-con and this is a stomp.

There's nothing to suggest that "anyone could resist the effects of Sephiroth Graal", Valerie Tepes who's had it for her entire life was slowly going crazy just from using it a few times. And Issei and the majority of the cast haven't used it once.
