Is "World destroying" statement really make a character 3A and above

Isn't it only tier 5? Destroying space time doesn't really get you high tier cause many character has this as an ability.

I found every other verse making this statement even though their actual range of AP in terms of action sequences are not quite I expected. It lacked visual representation of size and scale.

Unpopular opinion: Above Tier 3 verses are so boring and bad
 
Entirely depends on what “world” is referring to in the context of the story, but it usually means planet (or all of the people and societies on the planet).
Many series In Japanese they really often used 'Sekai' instead of 'uchuu'. When they're stating their feat it only showed the effect in the world they lived in and completely disregarding the other part of the cosmos.
 
Depends on context. In English, it's often far more complicated, as "world" could even refer to entire cosmologies at times, like "Transformers World", or "World of Marvel/DC" and so on and so forth.
