Is this how layers of resistance work?

So a character has resistance to empathic manipulation in their first key and resistance to mind manipulation in their second key and their second is being used. Does that grant layered resistance to empathic manipulation?

Pretty sure no, unless the mind manip that they resist also have the same affect of empathic manip and is stronger then sure? But if the resistance is just to general mind manip then no. Who are we talking about here?

Well either way, unless it's shown to also include empathic manip and is also stronger then the previous one that was resisted than no, no layered empathic resistance.

I often interpreted layered hax as something that has been shown to bypass conventional or even resistances with less layers, and layered resistance as resistance that can resist hax shown to bypass lesser resistances.
