Question regarding qualification for layers in Information/Mathematics Manipulation

Hello staffs and members,

I have a quick question regarding the exact requirements to grant "layers" to numerical or mathematical-based abilities ( such as  Mathematics  Manipulation or Information  Manipulation ).

I know that standard dimensional superiority or higher tiering does not automatically grant layers to hax by default. However, if a verse explicitly states that a higher-dimensional being's mathematical manipulation can completely overwrite, ignore, and bypass the mathematical manipulation ( or specific resistance to it ) of a lower-realm being, does this qualify as a genuine layer of hax/resistance?

Or does the concept of layering only apply to more traditional hax like Mind Manipulation or Death Manipulation? Any clarification on the standard policy for this would be highly appreciated. Thank you!
