Is this High 3-A?

I'm adding a fanmade Sonic verse to the wiki (well, there are already two profiles of this verse, but they are a bit poorly done). Anyway, in this universe the Master Emerald exists and it is said to have unlimited power. There is a character who took the power of the Master Emerald to fight Exeller (the villain of this universe), and both can harm each other. So can these characters be High 3-A because of that?

The character who made the statement was Cream, but she said that the information came from Knuckles, who is the guardian of the Master Emerald (who also has the ability to sense its energy) and no one should know the Emerald better than him.

I’m pretty sure “unlimited power” is hyperbole, even if the info is coming from Knuckles.
I had that in mind, but some things make me doubt that.

Hyperbole page:
A general rule is that if a claim is made that is completely out of league of anything ever shown in said universe (for example, if someone claimed to be a planet buster in a verse where the strongest feats were city busting), it's most likely a hyperbole.
In this verse there are beings capable of creating dimensions (who in fact created all the dimensions of the verse), called Highests (they come from a universe canonically connected to the Spirits of Hell universe, called the Nightmare Universe), so that statement is not completely out of line with the things that have been demonstrated in the verse.

The characters I'm trying to scale to High 3-A here are in fact Highests, but they appear to be different types of Highests, as they look and act very different than the Highests seen in the Nightmare Universe, so I don't scale them to Low 2-C directly.

Hyperbole page:
Another way of determining weather a statement is a hyperbole or not is to consider the likelihood that a character was misinformed, ignorant, lying, exaggerating, bluffing, mentally unstable, etc. when they made said statement. If there is not any evidence that they were, it can be taken more seriously.
None of these options apply with Knuckles.
