Is this fine to be use or does it still count as calc stacking?

Let say there are statement that said that dragon is larger than Moon capital City. There are no statement regarding it size except it is a large capital city. There however been picture for capital city of water which is consider a small capital city. Is it fine for me to pixel scale the latter and use it to find the size and weight of the dragon?

It is since sizes and masses are constant, unless the result doesnt seem to match the visual showing with the dragon

Yeah as long as the size remains constant and aren't contradicted there shouldn't be an issue. Most calculations actually rely on first measuring the size of an object to then measure its destruction.

A bigger issue would probably be that you have to figure out the body proportions of the Dragon to actually apply the calc

Honestly, the first part came from the novel so there no actual picture of dragon itself. Although, people in the story does refer to as ‘big lizard’ so I might use it and upscale it to the size of the city to find the weight.

I advice you try finding some similar calculations and see how others have done it before if you're unsure.
