I've actually got a character that warps people's names giving them a new name, Similar to Ichibei from bleach.
Ichibei has type 3 based off this so it should be that.

It's more so making people forget the concept of that person which is what their name is. In certain context it could be mind manip but it'll be more blatant if it is.
