Is this Adaption or Reactive Evolution?

I was planning on making a thread to give Soldier Boy (and likely Homelander) a new ability, but I can't determine which one is the correct one.
The Reactive Evolution page reads as follows:
This ability is also similar to Adaptation, but with the powers & resistances gained being more varied and extreme, rather than simply adapting to better utilize one's resources to survive environments or having only occasionally grown new abilities or resistances. With Reactive Evolution, a user is ideally always supposed to be able to "evolve", if over long periods of time, with new abilities or resistances, while Adaptation meets clear limits in this regard.
Soldier Boy was exposed to high levels of radiation, which eventually let to him obtaining his new radioactive energy blasts.
I thought RE was the correct ability since he got a new power from that, but apparently Adaptation can also give powers. So which one would be more accurate?
