When targeting the past it's Causality Manipulation, when targeting the future it can be that power as well, Fate Manipulation or even Probability Manipulation. It all depends on the context.
Would be more of a limited Fate Manipulation (can't changes the events to comes directly, only being limited to change stuff from the past in order to obtain a desired result) or Time Manipulation.
That's why I refer with the "limited" part, pretty marginal actually, is like "I don't like what this guy does, but I can't change what is what suppose to do, and rather mnipulate its past in the way that he leads to the path I want". But, I guess Causality Manipulation cover that a bit better (they are kinda similar at the end). I said time cuz manipulating [past] events through time may qualify as that.
