Not that he won't, it's just that there's no charge time and it's a quick arm raise with just one and Tony can use his other arm if Optimus tries to avoid the first one
and I'm not even saying he'll start with it, I'm saying he does use it in the midst of combat, and will especially use it in this likely deadly situation he's been put in, what with Optimus' aggro mindset

Like tony is tiny compared to optimus, tony can just use the laser instead of trying to punch a much more bigger being (which he already did while fighting the leviathan)

Laser's too energy-hungry, Tony will almost certainly never use it in normal combat conditions unless he's out of options.
Also nah, Optimus has considerable firepower in Jetpower mode, even his jets serve as offensive weapons.

Tony outmanoeuvres via his size and flight and quickly learns that optimus is too strong and just takes the easy way out

Unfortunately Optimus knows about said lasers in case you didn't check the OP.
Since he has knowledge about Iron Man's lasers in this fight as per OP, yes. Optimus would immediately go in for the kill.
